Reduction in censorship staff could be effected by alteration in system of censorship.

Apart from economies due to installation

of receipt-machines, no reduction in staff is

recommended.

The Treasurer should adopt a more

authoritative role in the administration of the

Colony.

The appointment of an Assistant Treasurer

will be necessary.

Surplus balances should be remitted

immediately and regularly to England.

Unless sterling is available in London for

gold commitments, exchange should be settled when

transactions are authorised.

The liability for Widows' and Orphans'

Pensions should be shown in the statement of the

Colony's Assets and Liabilities.

The Assistant Assessor should have a

knowledge of Chinese. The assessment should be more thoroughly overhauled.

No drastic retrenchment desirable. Post

of European lady stenographer should be abolished.

Three Chinese clerks should go.

The post of Senior Clerk to be regraded as

a Special Appointment.

No reduction possible.

No further reductions recommended.

The posts of Deputy and Assistant Harbour Master not both necessary should be amalgamated.
